Growth in moral and intellectual strength and character

Loyalty :

The Rover Scout essentially reflects the spirit of scouting. He makes it a point of honour to lead his life in harmony with the ideal to which he testifies.

  • Fight staunchly against all forms of scheming, trickery and deceit.
  • Have the courage to stand for his opinions, notably by developing a truly independent and critical spirit in the face of fashion and the media.
  • Be loyal and faithful to his friends, especially when they are in difficulties. Be careful not to fuel family dissent.

Manliness :

The Rover Scout is persevering in his efforts. He has guts and a taste for initiative.

  • Get up quickly in the morning.
  • Go out in all weathers and know how to appreciate them.
  • Practise at least one sport which involves risktaking (alpinism, rugby, horseriding, motor sports) and another which requires real know-how (shooting, boxing, martial arts, sailing etc).
  • Be able to intervening in a fight to protect the weaker party – and not be afraid to do so.
  • Have undertaken at least once some activity beyond the ordinary (survival hike, accident rescue work, parachuting, exploration/expedition etc).

Self-control :

A Rover Scout is well-balanced. He knows how to control himself, and how to remain master of his reactions and faculties in all circumstances.

  • Know how to control bad temper and anger, or the irritation and short temper that comes from tiredness.
  • Accept unkind remarks or unfair treatment with serenity.
  • Remain calm when everybody else panics.
  • Instinctively avoid scandalmongering and malicious gossip, even after being reprimand or suffering a set-back.
  • Being capable sometimes of total abstinence from the consumption of tobacco and alcohol.
  • Remain in control of your body (masturbation, pornography and other addictions).
  • Control the time spent in front of screens: video games, social networks, television and computer.
  • Be careful not to sink into immediacy, nor transform the duty to be informed into hedonistic consumption of information that satiates unhealthy curiosity.

Friendship :

A Rover Scout is a friendly soul. He is understanding and keen to help. He is hospitable. He is good at listening. He knows how to give, and how to give of himself.

  • Be happy to meet with scouts of all origins.
  • Feel the need to meet other Rover Scouts outside the activites of the Crew.
  • Always be ready to ensure scout hospitality even to the detriment of personal comfort.
  • Remember to please others, by supporting them, by not forgetting their celebrations, by taking an interest in their life, and by praying for them.
  • Keep an open mind and an interest in environments which have nothing to do with scouting.

Study :

A Rover constantly strives to better himself through pursuits of an intellectual of informative nature.

  • Know the history of scouting, its great names and its development, and seek to master its essential tenets.
  • Be able to provide simple explanations regarding the Way and concerning a general cultural subject.
  • Take an active interest in at least one subject outside his usual daily concerns.
  • Keep abreast of what happens in his country and of important international events, and not be content with superficial information.

Culture :

A Rover Scout wants to keep learning, and to expand his knowledge, by reading and involvement with the arts, even without the prospect of any immediate tangible rewards for such efforts. He is keen to improve and grow in cultural aspects.

  • Establish a programme of reading to follow during his Companionship.
  • Collect an basic personal library, particularly containing reference works (National History, Religion, Scouting etc).
  • Strive to acquire good and sensible judgement concerning books and films, and learn to assess their substance and worth.
  • Introduce elements of beauty in his life, decorate his room, his office etc.
  • Develop his artistic tastes, and know to react in face of the death cultures (Hard Rock, Techno, New Age music and films etc).
  • Have a taste for travelling, exploration and discovery; be keen to learn.
  • Keep his spirit alert; be good at watching, observing, analyzing, remembering (memory tests etc).
